New world order is an
array instabilities with swinging
economies arising out of the
trading practices that include worth and value of currency, human in the name of human resource and man
power exports, good that
capitalizes the physiological characteristics of human beings and to
enumerate such unethical practices regulated by law and planning, it
will run into a long list. Rationale of radical change in the human quality of
thinking, analyzing, understanding, interpreting, all these have undergone sporadic
changes in the past five decades, especially towards the turn of the millennium
leading to the modern management applications that has created holes in the
time factor. There is an invisible equation with the Nature, Life and Action in
relation to the time and period. What would have happened a fifty years later
or even one or two centuries later was
forced upon this surface, making this planet a dump yard of wastes and creating
imbalances. Three decades after colonial
rule was imposed, it was a well known fact that much of the natural resources lie
in the remoteness along the tribal belts which are large forest areas. If small nations explore these resources, the
high tech technologies of the larger nations will not find a market. There came
the hue and cry of Environmental protection. Thermal and nuclear technologies
were to be adopted by the nations that had just become independent, as hydel
power largely could be developed in the catchment areas. We in India by 1982 had not even woken up from
the slumbers of the colonial rule. Did we ruin our forest cover in 30 years? Or
was it the Allied forces that made railways and military vehicle from the
finest timber of this country? What a
beautiful business strategy for selling Nuclear Technology! Soon the hue and cry on the Ozone hole and
CFC, what happened to that Ozone hole? Is it filled? Now, no governments talk
about it anymore.
Most of the developing
nations did not even have their offices air conditioned, we had only a handful
of vehicles fitted with AC. Refrigerating systems has not even entered 20% of
our households. Then what were we to be scared of? HCFC technology, which was
newly developed was substituted the world over. Then it turned out to be the
story of emissions from the automobiles and industrial
Pollution. Many of the nations lost their indigenous
automobiles sector. We lost the market
for three major brands, Hindustan Motors, Premier Automobiles, Standard,
Dolphin, Mayura 2000 which never saw the light of the day. Only, two industries
could survive Tata and Ashok Leyland, that too with imported technologies. All
two wheelers, including Hamara Bajaj wears the international tag of technology.
All these catastrophes are
a byproduct of the intervention of the new world Business strategies in the
governmental function and Policy making.
2. WAY FORWARD
For us nature and
environment was a part of the sanctity of life and human existence, there is no
Veda without invocation to the elements of nature. Our schools of thought were
in the serene tranquility of forests, where by the ruling class would pay attention
to the nature. The schools were not shifted to urban areas, where as the urban
populace moved to these schools, where human interventions in the sustenance of
the biosphere were a basic lesson. The oldest note on the significance of
administering the forests and the people living therein, can be found in the Political
compilation of Rama Ayana period where we “ Adavim Ayodhya”, implying that human life in the
forests should be as organized and managed like the capital of the Kosala
kingdom. In the latest period, Vishnu
Gupta introduced the concept of Game Sanctuaries of “Abhayaranya” in 320 BC,
where no human intervention was permitted by any one other that those whose
lived in those forests.
Planning and management
of this nation evolved through a systematic process evolved through epochs,
with its foundations derived from the principles that were based on the concept
that human body is a part of the entire cosmic system. We did not see this
planet alone, but in relation to the entire universe or Brahman. This accounts
for the very fact that after developing a Knowledge system, it is first applied
to the cosmic principles or rendered to Brahma and it is Brahma that transfers
the knowledge to others. All the ‘Protoshcolastic’ systems envisaged, ensuring this basic principle,
that no education or management of public affairs shall not be conceived or
applied, whereby; it will hamper the natural course and do not interfere or
supersede the ‘timeliness of the time”.
Today, every aspect of
these principles was turtled. Our working tools have no interrelationship with
our mind or body. They are either peripheral, inter phases, gadgets or mere
instruments. It is here that we loose the integration between effort, work, materials
and methods. Success lies in
replacement, substitution in the shortest possible time. Whether, required or
not, creating a space and then devising new methodologies to circumvent
collapse or learning from experience, trial and error methods became the
hallmark of professionalism that collectively can be termed as Management.
On the contrary , when
we examine, the Indian system, it relied on the scheme of developing personnel who can prognosticate the course of events,
eventualities, changing trends, attitudes,
rationales and other parameters that account for the instability
and created a system, whereby, the
practitioners of a trade is a complex entity that is self sustainable. Such
qualities were beyond the impact of time- past present or future and with the
vision of three states of time. That necessarily inculcated the existence
beyond the ‘states of emotional out breaks and of materialistic states.
Thus a professional or
a practitioner of trade basically was turned and tuned to be complex system of
self regulating, self correcting, self sustaining entity, with a prefixed state
of critical organizational structure and applicability of the mental faculties
as a cosmic phenomenon. They were of two types, one for the welfare of the
State or Purohitam and the other for
Public Management or Prajaa Palanam.
Today’s business
management is scaled down to a limited objective like human resources,
production, marketing, finance, quality and so on, in relation to a specific
arena of operations and function. Each of these branches addresses only the
movement in public and does not address the impacts in the public life. The
products are rolled out at the strength of marketing management that creates
space, by addressing the quality of life.
All these products space out and distance our life from the nature. To
say, it decamp us of our basic ethics of life. Whereas, Indian system of Public
Management enunciated Economy as
a resourcefulness of human virtues and qualities and not by trading but in exchange,
whether it be natural and manmade
resources, that included Personnel or Human resources, Academicians and
Scholars and inventors and the Knowledge and technologies.
It included the management through a Schematic
system, tenets and rules to check and eliminate evil or unethical practices, frauds,
cheats, stealers and protect the interests of the public. These practices that are ancillary to the
Vedas were treated as Upavedas or a set of Vedic order with stature of an
independent Veda.
Most pertinent of these
system is Dhanur Vedam derived to structure the components for the development of
faculties for managing the National welfare and Public Management
aspects of Rig Veda to Atharva, formulated by Vasishta, Vswamitra, Bhargava, Kaushika and
Atri.
The structuring of
Dhanur Vedam is preset with two codifications of OM and HRIM. OM underlies all
the structures , Yantra or the mechanized systems beset in the Beeja Bindu or Pradthahmoda Bindu or
“Proto-Ionic Point” Therefore, the subject is open only to those faculties that
have conceived and transformed
themselves into the cosmic knowledge system.
“Proto-Ionic Point” is completeness of a scheme or series of schemes of
technical bases compressed to a point with the basic frame as in Sree Yantra,
which is a point of convergence as a point or a pixel to a minimum scale of 105.
It necessitates the
need of developing human faculties to probe and to realize the basic
formations, principles, structures and systems of this universe and the essentials
of cosmic existence in relation to earth, which gives cosmic insight. It is
where the Alphabets or Aksharam takes it
shape that which is Cosmic or Brahman.
The life of which is the light from within the self. It is where the knowledge begins.
Dhanur Vedam is
supported mainly by Manduko Upanishad
that derives the quality of the “Personnel” based on the Jyotisha scale of the Vedas,
from where our National insignia is stylized- Satyam eva
Jayate”. The core motto of the Public
Management and welfare system of the Nation lies Indian Civil Service Training
Academy and Indian Military Academy that are located at the foothills of the
Himalayas at DehraDun. Dehradun is the abode great genius of Kapila who elucidated
the Numerical system for the Vedic derivations. It was also the Chavani or the
cantonment of Drona Acharya. The place
where Drona and Kapila lived faces each other and today the place is known as
Tapkeswar.
Even though, Indian Civil Service Training
Academy and Indian Military Academy was established by the British, basic location
of the Indian system of Dhanurveda continues
to be the same. It was in such Academies
or Mahaa S’saalaas that the Personality development programmes were carried
out. The difference between Indian Civil Service
Personnel who work under the slogan” Satyamva Jayate” and those who were qualified to serve the Public becomes distinct, when Dhanurveda- read in
conjunction with the IAS training manual. The reasons for the failures in the
Governmental functions and deliverance, public discontent, corruption,
nepotism, hypocrisy, favoritism, unmindful action, and redtapeism , all these
will become loud and clear when we take
into account the definitions of eligibility personality and basic characteristics
required for admission into this Mahasaala or Training Academies of Dhanur
Vedam are compared with the eligibility
conditions for the Indian Civil Service Academy. Eligibility conditions od Dhanurvedam
graduates are systematized as per the Atharva System of which Mundaka and
Dhanur are closely interlinked. Dhanur Vedam broadly categorises human
qualities mainly Purusha, Pandita, Brahmana, Dhira and Ignorant, of which only
Dhira is entitled to be admitted to Dhanur Vedam.
The Purusha is the state of attainment of
Trika or the elements of the three Vedas, who qualifies to be a Pandita,
Brahmana and Dhira. Of these desired qualities of Dhira include knowledge
Public Management in the stream of Atharva.
Most pertinently, Dhira is the one , who “observes and
perceives the day today developments in the territory under his jurisdiction to the minutest
level, the impacts in the natural systems, he is accountable
for the indestructibility of the antecedents
and is duty bound to manage productivity , creative and constructive
functions”
Second quality of a
Dhira is to ensure that “ parameters for ongoing process should include technicalities, or systemic knowledge”. To say
his words and actions should be mindful integrated within the prescribed norms.
Dhanur Vedam enforces
the Upanishads as its basic tenet, the determination or the will should
be sharp to penetrate into the masses, yet all actions should be complacent. Aim
should be to lead the life of the people to the supreme heights,
with whatever methods one perceive, it should be honest coming out of his soul.
If the objectivity fails, the Personnel will lose his position and powers- his
soul itself.
Every action and
whatever he holds are in extreme submission to the principles acquired from Guru,
It should be judicious, without prejudices of caste or creed or color. It is
here ‘Satyameva Jayate’ finds its relevance and application. Spread the light through your actions. A DHIRA is the visible limb of the institution
which he represents.
There is no question of
failures or looking back. If the personnel fails the whole system collapses. This
is where the invocation in the Dhanur Veda becomes significant.
Shikha Staan or the
head is Sanka hara ,
Where the head is held fearless
Bahu or hands are
Kesava
Where the
hands extend to the righteous,
Naabhee or the
umbilical cord Madhye Brahmei
Where the creativeness is at
the supreme
Janghay or Ganapataye -
Where the feet marches relentlessly
unhindered,
Aaatmaanam Susthiram-
Where
the mind is consistent,
Krutva Lakshyam Chaiva
Susthiram Budha,
There the efforts will lead to
the ultimate goal.
Guru Rabindranath Tagore’s
great work ‘Gitanjali” is an outflow of the essence of Dhanur Veda, which might
have come to him as an inheritance or spontaneously. It is indirectly a
universal acceptance in the modern age, that essence of Dhanur Veda and Manduka
Upanishad in the lyrical form attained universal recognition and Nobel Prize.
To Conclude,
Dhanur Veda is one of
the most beautiful compositions in our heritage, lucid, simple and with a flow
of innate beauty. It is difficult to comprehend in a few pages, as its meanings
and contextual values have applications depend on the objectivity and purposes
for which a Personnel is trained. There
cannot be a better Training manual for Personality development in
administration and Management of Public systems even today. The world needs a
change before our political systems collapse in the upsurges of the Business
school products. Knowledge has no religions. India remained to be a no
religious state with human beings identified by knowledge, profession and
trades. We have to take these knowledge streams out from the color and clout of
religious possessions, back to the state of affairs, for what these were
designed and created. We had been reverting the principle - “form Darkness to
light” and preferred to be in “Darkness holding Light”.
